General Notice
Town of Appomattox (Owner) is requesting Bids for the construction of the following Project:
Lee Grant Avenue & Burke Street Sidewalk Bids for the construction of the Project will be received at the Town of Appomattox located at 210 Linden Street, Appomattox, VA 24522, until Wednesday, December 11, 2024 at 2:00 P.M. local time.
At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Demolition of existing sidewalks along Lee Grant Avenue and Burke Street and constructing a
6” high sidewalk along the streets. The roadway will be widened approximately 1’-0” along Lee
Grant Avenue. Both Lee Grant Avenue and Burke Street will be milled and resurfaced along
the project area. All of this is shown on the plans and is described in the technical specifications.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form.
Plans, specifications, and contract documents are open to public inspection at the following locations:
1) Town of Appomattox Town Hall located at 210 Linden Street, Appomattox, VA 24522
2) Hurt & Proffitt, Inc., Inc., 2524 Langhorne Rd., Lynchburg, VA, 24501.
A complete set of Bidding Documents (plans, specifications, and contract documents) may be obtained from the office of Hurt & Proffitt, Inc., 2524 Langhorne Road, Lynchburg, VA 24501 (telephone 434-847-7796)upon non-refundable payment of $200.00 per set by check or money order. A complete set of documents for the Project may be downloaded free of charge from http://www.handp.com/. Include
complete street mailing address with zip code, telephone and fax number with area code, and contractor’s license number, if applicable. No partial sets will be distributed. The contact person for the project with Hurt & Proffitt is Chad Hodges, PE.
Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other
information relevant to submitting a Bid for the Project. All official notifications, addenda, and other
Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
An optional pre-bid conference for the Project will be held on Wednesday, November 20, 2024 at 1:00
P.M. at the Town of Appomattox located at 210 Linden Street, Appomattox, VA 24522. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to
Bidders.
The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 - 4330 of the Code of Virginia
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
BIDDER’S attention is invited to the requirements of Section 54.1 of the Code of Virginia pertaining to registration which specifies the following with regard to contractor licensure and registration by
definition:
“Class A contractors” perform or manage construction, removal, repair, or improvements when
(i) the total value referred to in a single contract or project is $120,000 or more, or (ii) the total
value of all such construction, removal, repair, or improvements undertaken by such person
within any 12-month period is $750,000 or more.
“Class B contractors” perform or manage construction, removal, repair, or improvements when
(i) the total value referred to in a single contract or project is $10,000 or more, but less than
$120,000, or (ii) the total value of all such construction, removal, repair or improvements
undertaken by such person within any 12-month period is $150,000 or more, but less than
$750,000.
The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his
signature whichever of the following notations is appropriate:
"Licensed Class A Virginia Contractor No. ."
"Licensed Class B Virginia Contractor No. ."
"Contract is less than $1,000 therefore licensure is not required under Title 54.1, Chapter 11, Code of American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project.
