Sealed Bids for the construction of the Phase II Infrastructure Improvements will be received by Floyd County at the Office of County Administration, 202 E. Main Street - Upper Floor, Floyd Virginia 24901, until 2:00pm local time on October 25, 2024 at which time the Bids received will be publicly opened and read. The Project consists of constructing approximately 1100 linear feet of roadway and associated utilities and storm drainage improvements.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis.

The Issuing Office for the Bidding Documents is Hurt & Proffitt, Inc., 1861 Pratt Drive, Suite 1100, Blacksburg, Virginia 24060. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 AM-5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Copies of the CONTRACT DOCUMENTS may be obtained at the Issuing Office upon nonrefundable payment of $200 for each set, or downloaded free of charge at http://www.handp.com/bid-info/

A pre-bid conference will be held at 9:00 am local time on October 9, 2024, at the Floyd Innovation Center, 158 Pioneer Way, Floyd Virginia 24091. Attendance at the pre-bid conference is highly encouraged but is not mandatory.Â

Bid security shall be furnished in accordance with the Instructions to Bidders.

The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 - 4330 of the Code of Virginia

The bidder shall show evidence of being a VDOT prequalified contractor. Evidence of being a VDOT prequalified contractor shall be included with the submitted bid. It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD’s website (SBSD.virginia.gov) under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and
perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Subcontractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited. The DBE contract goal for this procurement is 12%.
